11 electors plus the Clerk and the Chairperson (names held by the Clerk).

  • Apologies

Apologies from Cllr Thomas Ashton.

 

  • Approval of Minutes of meeting held on 2nd November 23.

The minutes had been circulated and were approved unanimously. They were signed by the Chair.

  • Vote of thanks

Vote of thanks was extended to Dyson Farming for the use of their facilities for our meeting. Vote of thanks was also expressed to everyone who had taken their time to attend the meeting and for the ongoing support shown to the parish meeting.

 

  • Appointing of officers

Louise Edney was unanimously re-appointed as Chair.

Lee Edney was unanimously re-appointed as Clerk.

Names of proposers and seconders of motions held by the Clerk.

 

  • Declarations of Interest

Lee and Louise Edney declared interest in planning application S/203/01294/22 to be discussed on the agenda as their house is next to the site.

 

  • Declaration of no accounts and no precept approval

 

Declaration of no accounts approved unanimously.

 

Motion setting WFPM precept at zero unanimously approved.

  • Electrical upgrades
    • Viking Link – the latest newsletter was circulated and a short discussion followed about the fact that it is now in use and what a good job they did returning the land to how it was.
    • Grimsby to Walpole – National Grid proposals to upgrade the high voltage electricity transmission network. Consultations now complete, further consultations to take place next year.
    • Eastern Green Link 3 and 4 National Grid Electricity Transmission’s proposals to install two new primarily offshore high voltage electricity links and associated onshore infrastructure between Scotland and England. This project will be available for public consultation Spring 2025.

Discussion followed expressing concern for wildlife implications. An elector expressed concern as they had discovered 3 Whooper Swans killed as the result of flying into the current power cables which are a fraction of the size and scale of the proposals. Concerns for all wildlife and concern for agricultural impact was expressed.   

 

  • Planning Applications
  • S/203/01294/22 Erection of 2no. houses each with detached double garage and stores, construction of a vehicular access and alterations to an existing vehicular access.
    • It was reported to the meeting that the appeal to The Planning Inspectorate was dismissed on 5th December 23. Full details of the decision can be found online.
  • S/203/00869/23 Erection of a timber fishing shelter for use by the owners in connection to their fishing hobby.
    • Full planning permission granted 15th December 23.
  • Hagnaby Lock to Stickney Bridleway – nothing further heard.

 

  • Any Other Business
    • Report from Cllr Thomas Ashton was read from and will be circulated with the minutes.
    • Highways – Lincs County Council have the upgrading of Folly Lane in the plan for Q3.
    • Website – The Clerk confirmed he is still having problems with the new website and will endeavour to resolve these issues with the provider. Please continue to use the notice board / email as the first point of contact.
    • Concern was raised about the speed of cars leaving Stickney heading towards New Bolingbroke, with particular reference, but not exclusively, to a particular motorcyclist on a Sunday afternoon. It was considered appropriate to speak to a local community police officer to see if they could help in any way. Rumours of speed cameras coming to Stickney.
